Fédération Française de Judo (FFJ) has chosen the EQS Compliance COCKPIT to enhance its compliance management and ensure the secure handling of sensitive data, particularly the data relating to reports. The federation implemented four available modules—Approvals, Integrity Line, Policies, and Integrity Hub—for a fully integrated and comprehensive compliance solution.
Secure, standardized modules
In its implementation plan, the FFJ outlined clear objectives, prioritizing the rapid deployment of a system to efficiently process and escalate whistleblowing reports while ensuring GDPR-compliant data security. To meet this need, the federation chose the Integrity Line module, which guarantees secure and anonymous handling of whistleblowing reports. Whistleblowers can access a secure interface to communicate confidentially with case managers, with the option to remain anonymous if desired.
Instead of developing an in-house tool, which would have required substantial time, financial resources, and personnel, the FFJ chose to rely on EQS Group to swiftly deploy their state-of-the-art platform, tailored to efficiently manage its compliance activities while fully addressing the federation’s security and confidentiality requirements.
Although the FFJ already had its own compliance management tools, it sought to further professionalize its processes, ensure more rigorous oversight and formalize compliance procedures in line with AFA requirements. This led to FFJ opting to integrate additional tools to complement the Integrity Line whistleblowing system: Approvals, to automate the approval processes for gifts, hospitality, and conflict-of-interest management; Policies, for managing internal policies and procedures; and Integrity Hub, a centralized portal that allows employees to stay informed on compliance matters and access all internal policies, among other resources.
The goal was to digitize compliance processes that were being managed manually and to centralize information in one place, making compliance management and monitoring more efficient.
As an example, the Policies module ensures continuous adherence to company policies through automated communications with employees. It streamlines the electronic collection of employee consent, tracks key indicators with detailed statistics, and formalizes the process through a clear information trail—especially useful during audits. Here again, the collection and processing of personal data required for these functionalities raised concerns about data protection. However, in opting for the EQS Compliance COCKPIT, the federation was assured of robust data security and gained greater visibility over data processing to maintain compliance with GDPR requirements.
An open, intuitive system
The FFJ wanted to preserve a key aspect of its identity as a sports federation – openness – and as such were committed to granting external stakeholders access to certain compliance tools, such as the whistleblowing system. For the federation, having a whistleblowing hotline accessible to as many people as possible was a non-negotiable priority, aligning perfectly with its core values. EQS Group fully met this requirement, providing a secure platform that allows anyone to submit a report anonymously if needed.
Additionally, the use of EQS Compliance COCKPIT made compliance issues more accessible and transparent to teams across the organization. The platform assigns specific roles to employees, promoting the dissemination of compliance best practices and fostering a culture of accountability.
The deployment of the EQS Compliance COCKPIT was relatively swift and received positive internal feedback. In its commitment to continuous improvement, EQS Group enhanced the platform’s dashboard, making it more intuitive and user-friendly—a development that significantly improves interpretation and usability. Edouard de Laforcade, France Judo’s Head of Legal & Compliance, testified to this development. For companies considering external compliance software, he advises defining precise specifications, identifying needs, and prioritizing key criteria before making a decision.
3 questions for Edouard de Laforcade
What were your biggest challenges before setting up the system?
Our main challenge was reputational, particularly concerning the fight against sexist and sexual violence. Since 2020, the world of sport has been deeply impacted by these issues. It was crucial for our federation to act swiftly to identify any misconduct and ensure this was addressed by the appropriate authorities. At the same time, we needed to comply with the Sapin 2 law, followed by the Waserman law, which altered the status of whistleblowers.
How did you manage reports before implementing EQS Integrity Line?
We initially implemented an in-house reporting tool on our website. Although it was technically less advanced, it met our needs at the time. However, with the introduction of the Waserman Act in 2022 and increasing demands for personal data security, especially under GDPR, we realized the need for a more robust solution. An AFA audit also highlighted these concerns, reinforcing our decision to adopt a third-party tool to strengthen our capabilities and comply with evolving legal requirements.
In what way did EQS Group stand out for the FFJ?
We initially considered upgrading our in-house solution, but the project seemed too costly. What set EQS Group’s platform apart from competitors was its strict GDPR compliance, which reassured our Data Protection Officer. Additionally, EQS Group offered more than just the Integrity Line—by integrating other Compliance COCKPIT tools, we were able to digitize processes that we had previously managed manually. This also allowed us to streamline employee certification for key policies, such as our Conflict-of-Interest Management Policy and Anti-Corruption Code of Conduct, using the Policies module.
